DoD MOSA is an integrated business and
technical strategy to achieve competitive and affordable acquisition and
sustainment of a new or legacy system or component over the system life cycle. This
approach allows the Department to acquire warfighting capabilities, including
systems, subsystems, software components, and services, with more flexibility
and competition.
It is imperative
that the defense community improve the rate at which defense systems are
delivered faster than competitors. We must learn and adapt in a rapidly
shifting technological landscape. Agile and DevOps practices are key in being
successful in speed to market and are no longer exclusive to software. MOSA
aligns with these practices by promoting faster integration, easier upgrades,
more competition, and increased operability. We will explore how the
intersection of MOSA and embracing Agile and DevOps practices help to increase
adaptability, shorter delivery schedules, reduced development costs, increased
quality and higher transparency into delivery.
Biography:
Dr. Suzette Johnson works for Northrop Grumman
Corporation near Baltimore, Maryland. As an NG Fellow for Lean Agile, she works
for space systems fostering operational and program excellence to achieve
mission outcomes. Her experience with Lean Agile began twenty years ago
spanning across IT systems and software and systems engineering for
cyber-physical systems. She has led the adoption of Lean Agile across the
enterprise and has supported over 100 internal projects and government programs
on the Lean-Agile journey. She holds
several certifications including Scaled Agile Program Consultant Trainer
(SPCT), Certified Enterprise Coach, PMP, and PMI-ACP. She is an active member
within NDIA and is currently serving as NDIA Systems Engineering Division, vice
chair. She received a Doctorate of Management Technology at the University of
Maryland with a dissertation focused on investigating the Impact of leadership
styles on software project outcomes in traditional and agile environments.
Robin Yeman is the CTO of Catalyst Campus for Technology
& Innovation. She collaborates closely with the Catalyst Campus ecosystem
to match the latest technologies and processes to mission needs. Her expertise
spans over twenty-five years of experience in systems engineering, software
development, and IT with the focus on Agile software development across
multiple domains. She is a DevOps ambassador at the DevOps Institute and has
been actively leading Agile programs execution at scale both domestically and
internationally for the last eighteen years with multiple certifications,
including Scaled Agile Framework Fellow, Certified Scrum Practitioner, CSM,
CSPO, PSM, PMP, PMI-ACP, INCOSE Certified Systems Engineer, and Kanban
Masterclass. Robin is currently pursuing a Ph.D. in Systems Engineering at
Colorado State University with a dissertation focus on best practices for
delivering complex safety critical system of systems utilizing Agile and
DevSecOps.
