Government agencies are encouraged to sponsor FFRDCs under the same general contracting authority that allows them to acquire goods and services. The sponsorship of an FFRDC, however, is subject to a set of specific legal criteria and operating constraints that are set out in a designated section of the Federal Acquisition Regulations (FAR).
