A retired Air Force Lieutenant Colonel, Fred has held positions of commander, director, division chief, program manager, and contracting officer. He is certified level three in both program management and contracting, is a Project Management Professional, a Certified Professional Contract Manager, and carries the Fellow designation from the National Contract Management Association.
