The DD Form 254 is the principal authorized means for providing security classification guidance and the requirements to contractors with contracts or agreements that require access to classified information.
This training will provide the overall purpose for the DD Form 254, the different types of DD Form 254s, the responsibilities of the Government Contracting Activity and associated responsibilities from the Air Force perspective, special attention items on the DD 254s, and a few other items.

Ms. Joyce Pappas
Industrial Security Program Manager HQ AFMC/IP
Ms. Joyce Pappas is the Industrial Security Program Manager for Air Force Materiel Command (AFMC), Wright-Patterson Air Force Base, Ohio. Ms. Pappas entered the security specialist career field in 2007 with the Army Research Laboratory and transitioned to the Defense Security Service (now known as the Defense Counterintelligence and Security Agency) prior to her current position. Ms. Pappas has extensive experience in the fields of information, industrial, and physical security as well as in the specialties of anti-terrorism, force protection, and operations security. She brings with her a unique perspective and strives to continuously improve AFMC’s industrial security program by ways of assessing current operations to reduce administrative burdens, promoting efficiencies through the standardization of industrial security related procedures, and serving in an advisory role providing specialized assistance and training across the enterprise. As AFMC’s senior industrial security professional, Ms. Pappas assists in the management of the largest industrial security program in the Air Force.

Maj John Ellis is a Professor of Contract Management at the Defense Acquisition University, Wright-Patterson Air Force Base, Ohio. Maj Ellis entered the Air Force in May 2009. After receiving his commission through the Reserve Officer Training Corps (ROTC) at the University of Alabama in May 2009. Maj Ellis has served as a Contracting Officer in Support of the Air Operations Center at Hanscom Air Force Base (AFB), Mass, served as the Congressional Liaison Officer for the Air Force Installation Management Support Center. Prior to his current position, Maj Ellis was the Commander of the 380th Expeditionary Contracting Squadron at Al Dhafra Air Base in the United Arab Emirates.
