DAU is pleased to host GAO as they share their research and analysis about Small Business Contracting with the Defense Acquisition Workforce.
GAO will present on the findings of several of their reports related to government contracting, on topics including assessing compliance with the Good Faith standard, implementing and monitoring DOD’s small business strategy, oversight of contractor compliance with subcontracting plans, documentation and reporting for procurement center representatives, and awards to mid-sized business and options for increasing their opportunities.
GAO provides Congress and federal agencies with fact-based, non-partisan information that can improve government operations and save taxpayers billions of dollars.

Kaitlan Doying is a senior analyst in GAO’s Financial Markets and Community Investment team. She has conducted work on a variety of topics including small business subcontracting, financial literacy, and Tribal economic development. Kaitlan has a master’s degree in public policy from Duke University and an undergraduate degree from Brigham Young University.
Elizabeth Leibinger is a Senior Analyst in GAO’s Financial Markets and Community Investment team. Elizabeth has contributed to GAO work addressing small business programs and financial regulation, among other topics. She holds a Master’s degree in Public Policy from the University of Massachusetts, Amherst and an undergraduate degree from Williams College.
Jason Wildhagen is a Senior Analyst with GAO’s Financial Markets and Community Investment team. Jason has managed GAO work addressing issues such as bank regulation, the U.S. payments system, and defense contracting. Jason has a bachelor’s degree in sociology from the University of Nebraska and an MBA from Boston University.
Tarek Mahmassani is an Assistant Director in GAO’s Financial Markets and Community Investment team. Tarek has led work on a wide array of issues in GAO’s financial markets, housing, and small business portfolios. Tarek also serves on the Financial Markets and Community Investment’s emerging risks monitoring team, which monitors key and emerging risks in the financial markets and related regulatory oversight and provides updates on these issues to the Comptroller General. Tarek holds a Master of Public Policy degree from the University of Chicago and a Bachelor of Arts degree in Political Science from Wichita State University.
Andrew Pauline is an Assistant Director in GAO’s Financial Markets and Community Investment team. Andrew manages GAO work addressing small business programs, housing finance, community and economic development programs, affordable housing issues, and financial regulation. Andrew has a Master’s degree in Public Policy from Duke University and an undergraduate degree from the University of Notre Dame.
Marshall Hamlett is an Assistant Director in GAO’s Financial Markets and Community Investment team. Marshall manages GAO work addressing small business contracting programs, disaster assistance programs, entrepreneurial development programs, and access to capital issues. Marshall has a Master’s degree in Finance from the University of Missouri and an undergraduate degree from Northwest Missouri State University.
Nancy Eibeck is a Senior Analyst in GAO’s Financial Markets and Community Investment team. Nancy has led GAO engagements on financial regulation and small business programs. Nancy has a master’s degree in Public and International Affairs from the University of Pittsburgh and an undergraduate degree from the University of Tulsa.
