On December 7, 2018, the Secretary of the Army released Army Directive 2018-26 (Enabling Modernization Through the Management of Intellectual Property). The Army has embarked on a number of modernization and acquisition reforms designed to enable the development and delivery of new warfighting capabilities more rapidly and cost-effectively than in the past. The new policy for managing intellectual property outlined in Army Directive 2018-26 changes the Army's established practices to ensure that intellectual property needed in all phases of a Defense business system's or weapon system's life cycle is identified early in the acquisition process. Dr. Alexis Ross, Deputy Assistant Secretary of the Army for Strategy and Acquisition Reform, discusses the new policy and the Army's objectives in enacting it with Ms. Margaret Boatner, Chief of Operations Integration, Office of the Deputy Assistant Secretary of the Army, Strategy and Acquisition Reform.
