Agile has transformed software development, yet testing has not kept up. Current Operational Test & Evaluation (OT&E) practices emphasize a big bang approach – where one large OT test event collects most OT data needed for evaluation. There is a change underway to shift that mindset left with modern software development. The goal is to enable the ability for OT to continuously evaluate the effectiveness, suitability, and survivability (ESS) of a software system at any point in the lifecycle.
Early in a program, OT will likely not be integrated into the CI/CD pipeline since the emphasis will be on getting a functional pipeline up. This may lead to OT collecting data on their own. But as the system and design process matures, so too does the OT data collection methodology. OT test events will likely shrink as more data collection is shifted left.
