Mr. DeLuca has over 40 years of experience in DOD as a U.S. Army Colonel (R) and DoD GS-15/NH-IV Civilian, Level III qualified in Program Management, Systems Engineering and Test and Evaluation. The Under Secretary of Defense Research and Engineering [USD(R&E)], as the Department of Defense Senior Accountable Official, is taking actions to reinvigorate Value Engineering (VE) practices across all Department of Defense (DoD) agencies.
