"For many years, there has been a feud between DoD Acquisition and the Defense Industrial Base over who owns (or should own) Intellectual Property developed when a company spends IR&D, at least partially funded by defense appropriations. For this session of 'Hacking' Program Management, we have the great pleasure to host Mr. Jon Etherton, former Personal Staff to Senator John McCain for 2 years, former Professional Staff to the Senate Armed Services Committee for 14 years, former Vice President of Legislative Affairs for the Aerospace Industry Association of America (AIAA) for 7 years, and ran his own consulting business (Etherton and Associates) for almost 15 more years. Jon has seen virtually the entire history of this feud in his almost 40 years of involvement with Defense Acquisition, with a special focus on the Acquisition Reform efforts.
