Every member of DoD's Acquisition workforce, and especially PMs, KOs, Engineers, and Logisticians are forced to deal with the concept of Government Property Rights at some point in their career. It is becoming impossible to execute a program today without needing more data than their Prime Contractor is willing to share. As emerging processes, technologies, and capabilities like Model-Based Systems Engineering (MBSE), Modular Open Systems Architecture (MOSA), and Digital Twins quickly become the Gold Standard for development, manufacturing and sustainment, DoD requirements for technical data are changing. DoD is trying to proactively (or in a growing number of programs, reactively) trying to change the narrative associated with Government Property Rights from "just get all the Government Purpose Rights" to working with our Industry partners to identify the "real" requirements for each program according to the needs of the warfighter to operate and maintain the systems that we develop while staying within the total acquisition budget allocated to that system.
