Introduction to GAO Frameworks (TP 1 of 2)

Dr. Tim Persons, Chief Scientist for the GAO, discusses the background of the GAO and the creation of frameworks for auditing system programs with performance audit (yellow book). He discussed how the GAO Cost Estimating and Assessment Guide (GAO-09-3SP) was created in the style of an Amish barn raising. The findings and reports that have resulted are discussed. He also discusses the scheduling best practices guide (GAO-16-89G) and the Technology Readiness Guidance (in development).
